At a time when digital technology is profoundly changing our societies, millions of European citizens remain on the sidelines of this transformation. The SKILLS TO CONNECT project is part of the movement to reduce digital inequalities, focusing on two key audiences: professionals who support seniors and seniors themselves.

This SKILLS TO CONNECT project white paper presents the many faces of digital illiteracy and the factors that fuel digital exclusion. It reminds us that beyond numbers, these are human, social, and democratic issues: the ability to fully participate in civic life, to access one’s rights, to communicate, to learn, and to connect to the world.

Resulting from collective effort, this document aims to:
● Raise awareness about the realities and impacts of digital illiteracy among older people and their caregivers;
● Highlight European initiatives and testimonials that prove that the digital transition can be inclusive;
● Offer concrete recommendations to decision-makers, professionals, and citizens to build a more just and digitally sustainable society.

Situated at the crossroads of research, fieldwork, and training, this white paper is intended for decision-makers responsible for digital and senior citizen policies, as well as anyone who seeks to understand and act against the digital divide.

It is never too late to acquire or pass on knowledge, this white paper reminds us that anyone can become an active digital citizen – provided they have the means, support, and confidence to do so.
